Mansfield Shire Council has prepared Amendment C57mans to the Mansfield Planning Scheme, aiming to implement key recommendations from the Mansfield Planning Scheme Review of November 2022 and the Mansfield Open Space Strategy of January 2023. This amendment seeks to update various clauses, integrate strategic policies, and introduce new provisions for open space contributions from subdivisions.

    Planning Scheme amendment C57mansPt1 has been approved by the Minister for Planning.

    C57mansPt1 implements various recommendations of the Mansfield planning Scheme Review (2022)

    The amendment became part of the Mansfield Planning Scheme on Friday 28 November 2025.

    Exhibition for amendment C57mans closed on Friday 19 April 2024.

    At the Council meeting on 21 May 2025, Council determined to split amendment C57mans into 2 parts. This was done to allow part 1 to progress while submissions were resolved relating to part 2.

    Part 1 relates to the Mansfield planning scheme review, and was adopted by Council with minor changes. This will be submitted to the Minister for Planning for approval.

    Part 2 relates to the Mansfield open Space Strategic and Contributions Plan. This part received submissions from the community and will require further work to either resolve the submissions or take the amendment to a Planning Panel.

    The amendments will now be referenced as C57mansPt1 and C57mansPt2.

    Amendment C57mans is essential for updating the Mansfield Planning Scheme to reflect the latest strategic documents and policies adopted by Mansfield Shire Council. It aims to provide a clear, updated framework for sustainable development, open space contributions, and subdivision within the Shire.

    This amendment encompasses a comprehensive update to the Mansfield Planning Scheme, affecting all areas within the Mansfield Shire municipality. It focuses on:

    • Revising the Municipal Strategic Statement and local policies for alignment with current strategies.
    • Introducing requirements for public open space contributions and subdivision based on the Mansfield Open Space Strategy.
    • Acknowledging the Traditional Owners, incorporating strategic directions related to key plans, and ensuring the Planning Scheme aligns with the Planning and Environment Act 1987.

    The amendment aims to achieve fair contributions through proposing the following open space contribution brackets:

    • 2-4 lots: 5% in line with the Subdivision Act, 1988
    • 5-9 lots: 6%
    • 10+ lots: 7.5%
    • Mixed Use, Commercial or Industrial: 5%, in accordance with the Precinct Structure Planning Guidelines, prepared by the Growth Areas Authority.

    These new percentage contributions are required to gain funding for the creation of new public parks, sporting fields and footpaths for our community.
