Council is proposing to reduce the speed limit on Highett Street service road, Mansfield in consultation with Mansfield Rudolf Steiner School and Mansfield Autism Statewide Services' campus.

We propose the changes below based on the Department of Transport and Planning's Speed Zoning Technical Guidelines (DTP).

Road section affected by the proposed reduction.

Rationale

This 140 metre section of service road is the main access for Mansfield Rudolf Steiner School and Mansfield Autism Statewide Services' campus. Pedestrians including children cross this service road to reach their schools from adjacent car parks, bus stops and main road crossings. We are proposing to make this section of service road a shared zone with a speed limit of 10 km/h where pedestrians will have priority over vehicles. The change is intended to improve safety for various road users, but in particular for students of the two schools.

The main road of Highett Street and the remaining section of Highett Street service road will continue to have a speed limit of 50 km/h. As the reduction only applies to the service road, there will be no impact on traffic and travel time on the main road of Highett Street. Residents who live on Highett Street service road will not be affected as there is an alternative access to the remaining section of the service road.

Next steps

If this proposal is generally supported by community stakeholders, Council will apply to the DPT for a speed limit reduction.

Speed limit changes are governed by the Department using a defined process, and Council does not have the authority to make changes unilaterally. The Department will accept or reject our application based on the Speed Zoning Technical Guidelines.
