Council's Road Management Plan

Council's Road Management Plan (RMP) provides standards for maintenance, repair and inspection of local roads managed by Mansfield Shire.

In particular, section 6 specifies the standard of maintenance for each road class. This includes the frequency of inspections and the time to respond to road defects.

Council has conducted a review of the current Road Management Plan, as required under the Road Management Act 2004 and Regulations, and a review of the Road Register. As an outcome of these reviews, some updates and changes are proposed to both documents. The updated documents are attached and Council is seeking feedback on the changes proposed (as outlined below).

Council's Road Register

Council's Road Register lists all the roads we are responsible for maintaining. New roads are added to the register based on a set of criteria included in the Road Management Plan (refer section 4.2.1).

If a road is not listed in the Road Register, it is not inspected and maintained by Council. Arterial roads are managed by the Department of Transport and Planning and not by Council - these roads are shown in the map below.

What are the changes?

The proposed changes include:

  • Updated criteria for including roads on Council's Road Register (RMP section 4.2.1).
  • Further clarification regarding routine inspections of bridges, floodways and major culverts (RMP section 6.2.5).
  • Different prioritisation of roads for grading (RMP section 6.2.7).
  • Lower threshold for repairing some types of footpath defects (RMP table 6.2.3).
  • Increased frequency of some types of condition inspections (RMP section 6.3).
  • Several roads and car parks added to the Road Register.

All changes are highlighted within the draft documents.

The updated Road Management Plan and Road Register was adopted by Council on 16 July 2024, following a review of all feedback. We’re grateful to everyone who contributed.

Key changes to the RMP include making road inspections more frequent and lowering the threshold for footpath repairs. Unsealed road grading remains a key focus with a targeted maintenance approach centred around addressing the factors that impact the condition and road geography.

The Road Register has been updated to include more than 17km of additional roads. Council will maintain these roads according to the RMP requirements for inspection and maintenance.

Council is now responsible for 263 km of sealed road, 585 km of unsealed road, 110km of pathways and 57 bridges. This includes concrete kerb and channel (gutters) and many culverts to help direct stormwater away from roads.

Participants also requested that Council seal more currently unsealed roads. Our Township Sealing Program, started in 2023, will upgrade unsealed roads in urban areas each year.

The final adopted documents and a report to Council on community feedback and responses are available to view on this page.
