Council's Road Management Plan
Council's Road Management Plan (RMP) provides standards for maintenance, repair and inspection of local roads managed by Mansfield Shire.
In particular, section 6 specifies the standard of maintenance for each road class. This includes the frequency of inspections and the time to respond to road defects.
Council has conducted a review of the current Road Management Plan, as required under the Road Management Act 2004 and Regulations, and a review of the Road Register. As an outcome of these reviews, some updates and changes are proposed to both documents. The updated documents are attached and Council is seeking feedback on the changes proposed (as outlined below).
Council's Road Register
Council's Road Register lists all the roads we are responsible for maintaining. New roads are added to the register based on a set of criteria included in the Road Management Plan (refer section 4.2.1).
If a road is not listed in the Road Register, it is not inspected and maintained by Council. Arterial roads are managed by the Department of Transport and Planning and not by Council - these roads are shown in the map below.
What are the changes?
The proposed changes include:
- Updated criteria for including roads on Council's Road Register (RMP section 4.2.1).
- Further clarification regarding routine inspections of bridges, floodways and major culverts (RMP section 6.2.5).
- Different prioritisation of roads for grading (RMP section 6.2.7).
- Lower threshold for repairing some types of footpath defects (RMP table 6.2.3).
- Increased frequency of some types of condition inspections (RMP section 6.3).
- Several roads and car parks added to the Road Register.
All changes are highlighted within the draft documents.

Timeline
The engagement process will include consultation workshops being held in November 2023 and February 2024.

How to Give Feedback

If you would like Council to consider adding a currently unmaintained road into the Road Register, please use the "suggest a road" tool. This tool allows you to place a pin on a map at the road's location and explain why you think this road serves the public interest.

Following initial community feedback the final documents will be formally exhibited for 28 days prior to presentation to Council for adoption.
