Consultation has concluded


As part of the ongoing organisational service review process, the Mansfield Shire Council is has engaged Grosvenor consultants to undertake a review of the performance of Council’s Statutory Planning Unit.

The Planning and Environment Regulations 2015 set out requirements of Council in carrying out its duty including:

▪ Processing of permits

▪ Certificates of compliance

▪ Compensation

▪ Enforcement and legal proceedings

▪ Administration.

Fees charged by Council for carrying out its roles are specified in the Planning and Environment (Fees) Regulations 2016.

Council’s Statutory Planning Team is situated within the Development Services Department, and comprises 5 staff, including the Development Services Manager, Principal Planner, two Planning Officers and Development Services Administration Assistant.

The objectives of this review process are to:

  • Clearly define the existing scope and purpose of statutory planning services.
  • Determine the extent to which these services meet organisational objectives, and operational and legislative requirements.
  • Identify and engage with internal and external users of the services and assess the degree to which the current services meet the needs of these groups.
  • Use appropriate indicators to assess the effectiveness and efficiency of statutory planning services when compared with similar councils.
  • Identify Council’s internal capabilities and resourcing capacity to deliver statutory planning services in future.
  • Identify options and opportunities for improved service outcomes, including exploration of best-practice service delivery models.


How can you get involved

Public Forum Invitation

Mansfield Shire Council has engaged Grosvenor Performance Group (Grosvenor) to undertake an independent review of its Statutory Planning Services.

Community members now have the opportunity to provide comments and suggestions on the performance of the Council’s Statutory Planning Services through the independent facilitation of a live online Public Forum. The feedback provided by community members will assist the Council to manage the community’s expectations and will contribute to enhancing its service delivery.

The focus of this forum is to obtain your views and insights on services that are delivered by Statutory Planning Services within Mansfield Shire Council. These include, but are not limited to:

  • planning application outcomes
  • timeliness of applications
  • communications and customer service
  • strategic planning
  • facilitation of the responsible growth and development of Mansfield Shire Council
