What is a Design and Development Overlay (DDO)?
The Design and Development Overlay (DDO) is a planning tool that is applied to land which need specific requirements relating to the built form and design of new development. It controls the height, form and general design of buildings.
How DDO affect new development?
If your property is proposed under the Design and Development Overlay, you may need a planning permit to undertake any development at the property. Main considerations regard how built form responds to the requirements or recommendations for built form standards in the relevant schedule, which may include:
Does the Amendment affect existing buildings?
No. The amendment only applies to new developments. Existing buildings will not be affected. Additionally, this amendment do not apply to DDO Schedule 2 which has been previously updated in Amendment C48mans.

How will the community be consulted?
The draft amendment will be exhibited online from the 12th of December 2024 to 31st January 2025 through the Council’s Engage Mansfield webpage and the Department of transport website. Hard copies of the amendment will also be made available at the Council offices on Highett Street.

When will the amendment be considered at a council meeting?
The draft amendment was approved by Mansfield Shire Council for public exhibition at the Council meeting held on 21st March 2023.
Following exhibition, all feedback will be considered before preparing the final amendment documentation. The proposed amendment will be put to Council in early 2025 for adoption.
What will happen if council decides to adopt the amendment?
If your land is proposed under the Design and Development Overlay, you may need a planning permit to undertake any development.
