What would you like Council to either achieve or maintain in the next four years?

Every four years, Council goes through an election of Councillors and soon after, those Councillors commit to four years of strategic direction and action. We're asking you to consider the 2025-2029 Council Plan. It incorporates the Municipal Health and Wellbeing Plan as well as providing the opportunity to review our Community Vision. This page outlines everything you need to know about the process and how to get involved.

Mansfield Shire Council Plan

A Council Plan is the key document that guides Council's decision making, allocation of resources and provision of services. It also articulates the role Council will play in leading, supporting and advocating for the best possible outcomes for Mansfield Shire. As legislated, each plan is set for a period of four years.

Mansfield Shire Vision

In 2020, Mansfield community designed a vision for its future: Mansfield Shire Vision 2040. A vision acts as a 'north star', guiding Council and community towards a shared understanding of what the future should be. As it underpins the Council Plan and Council decision making, the vision is reviewed every four years to ensure it remains a robust and powerful description of the future we want to see.

Deliberative Engagement

Both the Vision and Council Plan are to be reviewed through a 'deliberative engagement' process. Deliberative engagement means that community doesn't just have input but also decision-making power. This is not only a legislated requirement but is fully embraced by Council in its mission to design strategy 'by community, for community'.

There are lots of ways to be involved in the process depending on your interests and time:

Asset Plan

The Asset Plan outlines Council's proposed priorities for infrastructure assets over the next 10 years. This includes local roads and paths, sporting grounds and open space, bridges, stormwater network and Council buildings. The Asset Plan is reviewed every 4 years to ensure continued alignment with the new Council Plan and the Community Vision. The current

Financial Plan

The Financial Plan sets out Council’s financial outlook and priorities over the next 10 years. It outlines how Council will fund services, infrastructure, and projects, while maintaining financial sustainability for the future. The Financial Plan is reviewed every 4 years to align with the Council Plan and ensure responsible management of community resources. (In development)

Municipal Public Health and Wellbeing Plan (MPHWP)

The Municipal Public Health and Wellbeing Plan outlines Council’s commitment to supporting a healthy, safe, and inclusive community. It identifies local health and wellbeing priorities and the actions Council will take to promote and protect community wellbeing. The Plan is reviewed every 4 years and aligns with both the Council Plan and the Community Vision. (In development)

  • The community deliberative panel will play a crucial role in shaping what the next Council Plan looks like and includes. The most effective deliberative panels are when they're made up of diverse members of community for maximum input and perspective!

    By signing up to the panel you're registering to take part in one of two workshops held at Council Chambers in Mansfield:
    - Friday, May 30. 4:00pm–6:00pm
    - Saturday, May 31. 9:30am–12:30pm 

    (NB: Workshops were originally set for the weekend of May 3–4, but have since been updated to May 30–31 due to the election)

    You will be sent an email reminder in the week leading up to the workshops. 

    The workshop will include:
    - Information about Council, Council powers, effective Council planning.
    - Insights and feedback from community collected during the "community engagement" phase of the project.
    - Discussion on changes needed to the Community Vision.
    - Deep discussion on the goals, structure, and content of the next Council Plan.
